289ee59963 appdata: clean up license tags 
It does not make sense for the metadata license to be GPLv3 (see [1]),
so make it CC0-1.0.
On the other hand, the project is GPL-2.0, so add the appropriate tag.

Steps to compile ld & windres:
sudo aptitude install mingw-w64
wget https://ftp.gnu.org/gnu/binutils/binutils-2.30.tar.bz2
cd binutils-2.30
./configure --target=i686-w64-mingw32
make -j4 -l4
sudo make install
