avformat/icodec: Fix crash probing fuzzed file

Avoid invalid memory read/crash when frame offset >= 0xfffffff8.
Base64-encoded example: AAABADAwMDAwMAAAMAAwMDAw/P///w==
(The previous commit verifies that p->buf_size >= 22.)
