James Almer df3a2ff767 avcodec/cbs: use a reference to the assembled CodedBitstreamFragment buffer when writing packets 
This saves one malloc + memcpy per packet

The CodedBitstreamFragment buffer is padded to follow the requirements
of AVPacket.
